Height is measured from the level of the lowest, significant, open-air, pedestrian entrance to the highest point of the building, irrespective of material or function of the highest element (i.e., including antennae, flagpoles, signage and other functional-technical equipment).
Height is measured from the level of the lowest, significant, open-air, pedestrian entrance to the architectural top of the building, including spires, but not including antennae, signage, flag poles or other functional-technical equipment. This measurement is the most widely utilized and is employed to define the Council on Tall Buildings and Urban Habitat (CTBUH) rankings of the "World's Tallest Buildings."

The number of floors above ground should include the ground floor level and be the number of main floors above ground, including any significant mezzanine floors and major mechanical plant floors. Mechanical mezzanines should not be included if they have a significantly smaller floor area than the major floors below. Similarly, mechanical penthouses or plant rooms protruding above the general roof area should not be counted. Note: CTBUH floor counts may differ from published accounts, as it is common in some regions of the world for certain floor levels not to be included (e.g., the level 4, 14, 24, etc. in Hong Kong).
The number of floors below ground should include all major floors located below the ground floor level.

Encouraged by the city government of Liuzhou, Diwang International Fortune Center was from the onset designed to be not only the new tallest tower in the city, but also Liuzhou’s first tower to exceed 300 meters. Seen as a way to brand the city as a new international business center, the tower was constructed in the middle of the city center located on a peninsula surrounded by the meandering Liujiang River.
Diwang International Fortune Center is the tallest in a complex of five buildings known as the International Fortune Center and is comprised of office and hotel spaces with a banking hall arranged around a large atrium inside the adjacent podium. The tower is constructed with a composite frame comprised of large cylindrical steel columns encased in concrete. The large columns aligned to the exterior allow for only four columns on each side of the tower and cantilevered corners on each floorplate. The tower is offset from a retail podium base, allowing the exterior on two sides to meet the ground at both the sidewalk and an elevated plaza linking the complex to a large public park to the south. These two edges feature entrances marked by large canopies extending outward from slits in the center of the building’s symmetrical facades. The canopies are positioned between two vertical column lines which shift in position on floors 4 through 6 to allow for larger public entrances to the main lobby below.
Diwang International Fortune Center has a stone clad base giving way to a glass curtain wall covering the remainder of the tower. The four corners of the tower are chamfered and tapper inward as the tower rises, sculpting the building throughout its height and adding distinction to the crown. The centralized location of the tower adjacent to open spaces ensures that Diwang International Fortune Center will remain a focal point of the Liuzhou skyline and reinforces the role of the tower creating a new landmark for the city.
